The Green Line Workers Financing Program "Bader"
About the program:
PMA launched a program that aims to provide financing to workers inside the Green Line who are officially organized and obtained a work permit before the events of October 2023 to establish their projects or develop their existing projects as an alternative to waiting for job opportunities to return after the end of the war, and to contribute to reducing unemployment rates, thus creating new job opportunities, in addition to following up on these projects and monitoring their levels of success and helping them develop and providing appropriate incentives for successful projects in a future stage.
Program size:
A non-revolving financing program of 70 million shekels will be implemented in stages, each stage being implemented based on the completion of the previous stage and the availability of funding for the program. The first stage, worth 30 million shekels, will be funded by the PMA and the contribution of the Ministry of Labor and the Export Fund, which will cover the costs of the program.
Program features:
- Grant currency: Shekel.
- Financing ceiling: 60 thousand shekels.
- Repayment period: 4 years, including a grace period of 6 months.
- Without any interest or commissions.
Conditions for obtaining financing:
- The applicant must be a Palestinian ID holder and reside in Palestine.
- The applicant must be an officially organized worker inside the Green Line who was forcibly laid off from their workplaces (holders of valid permits before October 7, 2023), and the work is proven by obtaining a work permit from the candidate to benefit from the financing or submitting a certificate from the Ministry of Labor stating this.
The applicant must not be less than 22 years old and not more than 65 years old.
- A minimum of 5% of the program is allocated to women.
- The applicant does not receive salaries from the state treasury through the records of the Ministry of Finance and Military Finance.
The applicant must have an entrepreneurial idea (a new project) or an existing small or micro project.
- If the project is already underway, we must provide proof of the client's activity by proving registration with official authorities or activity from a village council/municipality, etc.
- Certificates of proof of experience provided by municipal or village councils or professional or academic certificates in the field of project activity are accepted.
- Providing the bank with evidence that the loan was used for the purpose for which it was granted.
- It is not permissible to apply for more than one financing for the same project.
- The credit rating of the applicant and/or the project must be acceptable.
- The applicant for the loan must not be related to the bank.
- The applicant must not have benefited from any previous sustainability projects during the last two years.
- Any projects related to tobacco production, trade, encouraging gambling, lottery, and the like are excluded from financing, in addition to any projects that directly harm society and the like

Application submission mechanism:
- Create an account on the platform, then fill out the financing application.
- Applications are received electronically through the Manshati platform, and the Ministry of Labor offices can assist applicants in filling out applications through the platform.
